The Community Energy Conservation (CEC) program provides financial rebates to municipalities to help identify energy-saving opportunities and implement retrofit projects in municipally-owned facilities. The CEC program helps facilities save energy, save money, and become more comfortable.
WHY PARTICIPATE?
Municipal facilities can be costly to power, heat, and upgrade to the latest and most efficient technology. The CEC program can help:
- Identify energy-saving opportunities,
- implement energy-saving projects, and
- make your buildings more comfortable for staff, guests, and the community.
WHO CAN APPLY?
Municipalities, including community-related organizations, can access up to $500,000 through the CEC program to support energy audits or retrofits in a variety of municipally owned facilities, including:
- Recreation centres, arenas, pools
- Libraries, offices, town halls, community halls
- Public works buildings
- Fire halls and other emergency operations buildings
- Water and wastewater treatment facilities, and
- Eligibility of other facilities is determined on a case-by-case basis
FUNDING*
- Energy Audits – Up to 50% of pre-GST audit costs (per facility) to a maximum of $7,500 for all municipal facilities.
- Retrofit Projects – Up to 50% of pre-GST project costs. Projects may receive 25-50% of project costs depending on the abatement rate.
- Retrofit Project Bonus – A bonus 10% project cost rebate will apply if a CEC project results in a 20% or greater reduction in facility-wide emissions.

What types of projects are eligible?
Eligible projects could include HVAC upgrades, domestic hot water systems, lighting retrofits, motor and pump replacements, automation and control systems, and more. See the Simplified Retrofits List for more project-type examples. Municipalities will also have access to funding for energy audits to identify the best energy-saving opportunities prior to applying for retrofit funding. All projects are assessed on a case-by-case basis and must meet program criteria.
Is funding available retroactively?
Funding is not available retroactively. Projects in which construction work has started or materials have been ordered will not be eligible.
Does submitting an Expression of Interest reserve funding or access to funding?
Submitting an Expression of Interest is non-committal and does not reserve access to any funding or form a queue for access. Municipalities must review program documentation, apply, receive approval, and sign a funding agreement before funding is reserved. By submitting an Expression of Interest you will provide preliminary information regarding your project and we will follow up when more details about the application process are available.
